This book captures urban planning concepts of the South African apartheid regime in 1979. With a foreword by the Minister of Community Development, the book discusses all aspects of the government's urban suburban development. Chapter 3, with its stunning heading, discusses the "new" plan to allow Blacks leases of up to 99 years and the ability to borrow funds (although they were still not allowed to own real property).
