He presents heroes: William Friedman, the cryptanalyst who broke the diplomatic code by 1940; Governor Thomas Dewey, whose loyalty to the war effort many have cost him the 1944 Presidential election; Admiral Chester Nimitiz, whose use of intelligence information led to victories in the Coral Sea and at Midway. Mr. Lewin also reveals some villains: General Douglas MacArthur, who recklessly restricted the flow of information to his commanders; and J. Edgar Hoover, who, in the summer of 1941, ignored a British intelligence report that might have alerted America to Japanese intentions in the Pacific.
