The book was edited by Susan de Villiers.

It tells how the city council came close to financial collapse in 1997 and was then restructured rapidly under the iGoli 2002 plan. The authors present the episode as a case study in local government crisis and reform, written to share lessons with municipal managers and practitioners.

The book is cited by scholars working on post-transition municipal structures and service-delivery backlogs, including discussions of the City's corporatist model of municipal entities. It is a useful primary reference for students of South African urban governance and the early years of democratic local government.

Author Profile: Graeme Gotz

Graeme Gotz is Director of Research at the Gauteng City-Region Observatory.
